I've actually seen this on several JK's.  That's why I'm getting a stubby front bumper when I get another!

I have an easy mod for the front bumper on the JK.  I did mine in about an hour.  You can remove the plastic cover by removing 4 bolts.  Underneath is a peice of square steel channel.  It has two crush cans welded to the front.  Take a big hammer and beat those things off of there, grind down the remaining weld material, and touch up with some black spray paint.  It's not the best looking bumper in the world, but it's not bad either.  I like it better than the plastic cover, and it's free.  It's a lot narrower too.  See pic...

Are the holes where the fogs were?  Or did you have the bumper without fogs?

Yeah, I didn't have any fogs.  Just a plain plastic bumper cover.  I assume the fogs are mounted in the holes.  Are you planning on keeping them when you change bumpers?  I will change bumpers too some day, but I really don't want to drop $600 on a bumper right now.  This works good for me now.  I hit a deer a few weeks ago...no damage at all.
